Overseas wars: state the purpose before the commitment
The AUKUS, Fiji-Australia and Ocean of Peace submissions explore security through useful shared capability and enduring relationships. Local computing, food, learning, science, culture and disaster resilience could give communities reasons to cooperate before conflict becomes the only way to coordinate. Military commitments would still have to explain purpose, alternatives, consequences and exit.
Peace infrastructure means useful relationships and shared capability that make cooperation worthwhile. The Fiji and Ocean of Peace proposals connect everyday food, skills, culture and resilience to that larger possibility.

How it could work
- Publish a non-sensitive commitment brief and parliamentary scrutiny plan before a major decision where practicable.
- Compare diplomacy, mediation, aid and civilian capability with the proposed use of force on their actual functions.
- Review the commitment against its objectives and harm, and publish reasons to continue, change or end it.
Everyday example
A voter can see what the commitment is meant to achieve and what would cause a change of course, rather than another open-ended assurance.
Who could act and how it could be funded
Defence and foreign affairs are Commonwealth responsibilities. Victoria can support relevant research, education, civil resilience and community services. Proposed alternatives need separate cost and capability cases, not an assumed transfer of defence money.
Fair-go safeguards
Do not equate a civilian facility with a weapon system or promise diplomacy always succeeds. Preserve lawful sensitive detail while keeping public objectives and accountability readable.
What would show progress
Objectives met; civilian consequences; alternatives examined; review decisions; dependencies and lifecycle costs.
