Twinkle 10 / Brainstorming scenario
Beer tax: the pub pays more than resource rent
The gripe is the imbalance: Australians’ beer attracted more excise and customs receipts than petroleum resource rent tax brought in. A possible fair-go response would strengthen the public return from gas and other resources through better terms, source-linked scrutiny and community wealth mechanisms, rather than make ordinary consumption the easy revenue target.
The joke is about who carries the tax burden and who receives Australia’s resource wealth. Beer receipts and PRRT are different taxes, but their same-year totals make the public-return question hard to ignore.

How it could work
- Show the same-year comparison and its limits: the 2024-25 cash receipts were $2.729 billion for beer and $1.420 billion for petroleum resource rent tax. PRRT is one tax, not the gas industry’s total tax contribution.
- AI legal and contract tools could trace resource terms, deductions, ownership and public obligations, giving ordinary people a source trail to question who receives the value.
- Explore stronger resource-return rules and public or community ownership stakes, with some proceeds held in Community Sovereign Wealth Funds. Any beer-tax reduction would need its own explicit proposed design.
Everyday example
The pub conversation could ask why drinking a schooner is such an easy tax target while the public return from extracting national wealth is harder to follow.
Who could act and how it could be funded
National resource-tax reform needs Commonwealth action; state royalties, project terms and ownership pathways have their own responsibilities. Community wealth structures could retain agreed returns and invest patiently in useful local assets.
Fair-go safeguards
Compare matching years and cash measures; never relabel PRRT as all gas-company taxes. The comparison is a starting point for questioning public returns, not by itself proof of unlawful avoidance.
What would show progress
Public return from resources; terms and deductions traceable; returns retained in communities; household burden; useful assets funded.
